Weatherization assistance makes qualifying homes more energy efficient.

Program Description

The weatherization program is a free program designed to help eligible families make their homes safer and more energy-efficient. Measures can include the attic, wall, and floor insulation, sealing around windows and ducts, weather-stripping, carbon monoxide testing, and heating system tune-ups, among others.

Weatherization services do not include roof replacement, siding repairs, mold or asbestos abatement, plumbing, major electrical work, or interior furnishings.

NCAP provides weatherization services to the Nebraska Panhandle and Cherry County. Priority is given to persons over 60, persons with disabilities, and families with children under six.

General Program Requirements

In order to qualify for this program, the applicant's home must not have been weatherized in the last 15 years.

In addition, home occupants must be legal residents of the United States, and they must have a qualifying annual gross income. The income threshold for the weatherization assistance program is 200% of the federal poverty level. For more information see our eligibility page

If your household receives Supplemental Security Income (SSI), Aid to Dependent Children (ADC), or Low Income Home Energy Assistance Program (LIHEAP) funds you may automatically qualify to receive weatherization services.

Lower your cost of living and apply for weatherization. Must be income eligible including all income for every resident in the qualified home.

Heating & Cooling Repair or Replacement Assistance

Introduction

Furnace or Air Conditioning Repair or Replacement Assistance is now being offered by the Weatherization Department of Northwest Community Action Partnership.  This program may allow for repair or replacement work for clients, in owner occupied homes.  This program is available to clients that are not eligible for the Weatherization Assistance Program due to previous weatherization.  The furnace or A/C will be assessed for repair, prior to replacement.

 Eligibility Requirements and Verification of Emergency Need

Homes eligible for LIHEAP-HCRRA assistance must:

  • be owner occupied units,
  • meet NeWAP income eligibility requirements
  • have furnaces that have emergency repair or replacement needs verifiable through one of the following:
    • Redtag confirmation,
    • Written documentation provided by a qualified heating technician, or
    • On-site sub-grantee inspection.
  • have air-conditioning systems that have repair or replacement needs verifiable through one of the following:
    • Retag confirmation,
    • Written documentation provided by a qualified heating/cooling technician, or
    • On-site sub-grantee inspection.

And have documentation that the home’s permanent resident(s) include:

  • A child under six years of age, who receives ADC,
  • A person 70 years of age or older, or
  • Has a severe illness or condition which is aggravated by extreme heat as verified by a medical statement signed by a licensed healthcare provider.
  • not have received LIHEAP-HCRRA assistance within 5 years.
